MASA Names Chelsea Blair Next Director of Communications

The Missouri Association of School Administrators (MASA) is pleased to announce the appointment of Chelsea Blair as its next Communications Director. Blair will join the organization on April 1, 2025, and will work alongside current Communications Director David Luther through a transition period before assuming full responsibilities on July 1, 2025.

Following a competitive hiring process, Blair was selected for her extensive background in strategic communication, leadership, and public service. She brings over 17 years of experience working for the State of Missouri, most recently serving as Communications Director for the Missouri Department of Social Services.

“We are thrilled to welcome Chelsea to the MASA team,” said Dr. Mark Penny, incoming Executive Director of MASA. “Her passion for public service and her ability to communicate with clarity, purpose, and authenticity will be a tremendous asset to our members and the broader education community.”

MASA also recognizes David Luther, who has served as Communications Director since 2015. He will continue in the role through June 2025 and remains an important leader in Missouri’s education community as Executive Director of the Missouri School Public Relations Association (MOSPRA). MASA is deeply grateful for his years of dedicated service and the strong foundation he has established.

In her role, Blair will lead MASA’s communications strategy, with a focus on strengthening member engagement, enhancing organizational visibility, and equipping school leaders with timely, relevant messaging tools. She will work closely with superintendents and education leaders across the state to promote the vital work of public education in Missouri.

“I am honored to join MASA and support the mission of empowering school leaders who are shaping the future of education in our state,” said Blair. “I’m eager to strengthen MASA’s communications efforts in ways that are not only effective, but actionable—ensuring we’re elevating the work of our members, fostering stronger connections, and making a measurable impact across the state.”

Blair brings a forward-thinking approach to communications and is passionate about building systems that support clarity, consistency, and connection at every level.
